I still remember that phrase "laws are made to be broken" Any idea?

There are some truth to it " laws are made to be broken",if all the laws are unbreakable, how the gomen can collect fine money? It is indeed a big revenue generator in some country to have all sorts of silly laws so the citizens actions are impossible not breaking them, especially in traffic law.
you dont necessary need to break a law you just have to bend it right up to before its breaking point and you will be still all right
